No POST or Beep - 4 Pin CPU Power cable with no 3.3v or 5v.

I have an Asrock H87 motherboard with a i3 4130 that started having occasional problems booting a few weeks ago. It now does not boot or beep when I power it up. The fans and HDDs start up, but I don't get to the POST.

I've swapped the RAM and unplugged all HDDs etc.

I bought a (cheap) PSU tester that says that the 20-pin power connector is fine, but that there is no current in the 3.3v or 5v connectors of the 4pin CPU plug - could this be where the problem lays or do these only become active under some kind of load?

PSU testers will put the right load on the PSU to verify that all the connectors are "live". I suspect your PSU is dead.

PSU could be dead, socket on mobo could be dead, speaker for the POST beep isn't plugged in or plugged in correctly, or your PSU isn't enough to power the mobo giving it no POST beep or no activity.
Try testing the PSU on a different computer.
Try testing the mobo with a different PSU.
Check the speaker for POST beep is plugged in correctly, or at all.
try all these out and let me know.
