PLGA 775 CPU upgrade (PC won't start)

So I have an old Dell Optiplex gx520 Small Form Factor
stock - Intel® Celeron® D Processor 331
stock - optiplex gx520 sff mobo

Basically I recieved this computer, I decided to upgrade the ram (only had 256mb) to 2x1gb. I also decided to change the processor to a Intel® Core™2 Duo Processor E6700 . Basically after switching out the processor the PC didnt start, it was on with a solid orange light. According to what I found online this meant that either the mobo, PSU, or CPU was not recieving power. I concluded that the mobo was fried, ordered a replacement, etc.

I installed the new cpu in the new mobo, doesn't start, same orange light. I swap out the new CPU with the old one and it works fine. I tried to power the PC on with a different power supply, and it still would not start (I did this multiple times during various points of trouble shooting).

Could the motherboard bios be causing an incompatibility with the processor? They are the same socket type, and the max TDP is higher on the slower processor so it shouldn't be a power issue.

Any ideas?

Solution
Just because it's the same socket does not mean the CPU is compatible. See if you can find a CPU Support List for that motherboard to ensure your intended upgrade is valid.
