I bascially bought a new GTX 770 graphics card and it doesn't seem any different from my old GPU, ive tried everything i can think of and it has had no effect on the games i play. My build is below:

Did you try to uninstall the previous driver and install the latest drivers for the GTX 770.

Try overclocking it might give you boost.
What games are you talking about exactly?
Benchmark your system with 3DMark and tell us your score.

The Elder Scrolls online, Skyrim, Borderlands. They are the main games.
Yes i've unistall all drivers and reinstalled them several times over and still no change and ive done a custom installation and done a clean install.
i'm new to all of this so I don't know how to 3Dmark my system, plus all i could find was a paid version. my tech can't find out whats wrong with it and the only thing he can find is that the mobo's pci is 2.0 whereas the 770 is 3.0

You don't have V-sync turned on do you? That will limit you to 60FPS on a 60Hz screen regardless of available performance.

A lot of those are CPU titles. Borderlands, Borderlands 2 should be somewhat GPU bound, but if were already running them fairly fast then it would be hard to tell.

The elder scrolls online i get about 30 FPS, borderlands 2 is fine for FPS, its not so much that its not playable framerate, its just that the 770 costs alot and its performing nowhere near what i feel it should be doing, just not sure if im expecting way more of it. The reason it frustrates me is because it is like there is no improvement over the old one.

Well with my i5 and 280X i get around 7500. Those two cards are similiar perfrormance but CPU's are not.

I definitely agree with you, would you say i should upgrade my CPU then ??
And if so is there any you can recommend ??
i f found this, but i wanted another opinion as to if it would be enough to keep up with the GPU.

I would go with i5 in gaming they beat any radeon with any number of core. My old core i5 2400 still never hits 100% in any game.

To check that your CPU is holding back your gpu check in game u r getting fps problem that your CPU is 100% or not. If it is 100% and gpu isn't at 99% means that your CPU is bottlenecking Gpu which means with your current CPU you cannot get full performance of your new graphics card.

well the CPU was about 44% and the GPU was about 31%

to tell if anything is wrong though performance wise, not just living up to your expectations, look back at the 3dmark firestrike score and select show result details, it is a big orange bar pretty much at the very top. This will show you how you compare to other people who have run the benchmark with builds basically the same as yours. If you arent in the bar with pretty much everyone elses scores then there is something wrong with your current setup
