Buying a new or refurb display?

Greetings,

I've been shopping around for displays on multiple web stores and I have basically decided on the Acer H236HL series monitor (link points to Newegg.com). However, through my web search I have stumbled upon a similar display but it carries the refurbished tag on it and the price tag is substantially lower than a "new" out of the box monitor, which makes it an interesting proposition and brings the following questions:

1. Does a "refurb" tag on a product mean that it was damaged before being resold?
2. Is the quality of the product lower than a new monitor?
3. How's the warranty period on these kind of products?
4. Any other considerations for someone buying these refurbished products?

Refurb products can be products that had been opened but returned for some reason, may or may not have minor scratches or damage.

The quality should be the same if the screen isn't damaged.
Warranty is limited compared to buying new. Most of the time is one year but always check.
I have bought my monitor from ebay as refurbished but the screen has no problems. I couldn't see any damage and it works.
Just make sure you get it from a well-known retailer.
