I am interested if this setup will work, compatible, and able to run League of Legends at a good speed.

It will work and it is comptaible, though I would purchase a different psu, and probably a different stick of ram as well, also as for the pcie 3.0, yes there is one 3.0 slot.

The psu gets a lot of flack, but your system uses so little power I wouldn't worry about it, and I can tell you're probably on a tight budget so the cx430 will do fine.

What are you planning to do with it?
For general home/office computing that will do fine, although I would go i3 over pentium.
If you plan to game, you would need at least an i5 or i7, 8Gb of faster memory and a far superior GPU, something like R7 265+.
The Mother Board is PCIe 3.0.

These two parts would be better, indeed, though if you're on a tight budget the parts you have can play LoL
