Something odd about new AMD pc

I dont know if its either the ram or the CPU but I just built a PC with the following specs

GIGABYTE GA-970A-DS3P
AMD FX 8350 4.0 GHz
8 GB DDR3 1600 MHz
750 W strømforsyning
Corsair Carbide SPEC-01
Radeon R9 280 DD 3 GB
2 TB harddrive seagate barracuda 7200rpm

So something is obviously wrong here BECAAAUSE....the fan are constantly changing its RPM and the voltages are changing and the temps are changing. temps are 12 C now idle but the temp is also changing

HWmonitor is showing the cpu changing from 17W to 24 W to 40 W and repeat, it never stand still, it goes up and down all the time.... I suspected the ram, but dont think its that...

because after a while after newly freshed installation of windows 7 the pc began to hang up in the beginning, for like 40 seconds..then it gets back. What the hell is going on?? :??: :(


I havent changed anything, I was in the bios and turbo mode is enabled and all...also tried to search for it but it gave me no results, PLS help!
 
Turbo core is what causes the voltages and fan settings to change. Turbo core is a built in overclocking feature that increases the clock speed by changing the cpu multiplier and voltage to alternating cores for performance purposes. This will cause voltages to fluxuate and will increase the cpu temperature which in turn causes the cpu and case fans to increase and decrease in speed as a result.

As far as Windows hanging up or slowing down during boot, that could be anything including the OS applying updates or problems with conflicting device drivers. It could also be that as time goes on and you install more crap, the number of services and start up programs increases which causes it to take longer and longer to boot. You might want to do a little housekeeping but trying some or all of the following tweaks. There are a lot more tweaks than can be done to speed things up but this is a good place to start. Make changes to services in the services section of your administrative tools, not in msconfig.:

Disable the Unwanted Services

It is more safe to set the following services to manual rather than disabling them. This is because when some times if windows needs a service windows can start it by itself if and only if it is set to manual. If you set it to disabled Windows 7 cannot start the service by it's own.

To open up the Services Window: Click Start
Select Control Panel
Double click Administrative Tools
Double click Services
or
Press [Win] + R or take the RUN option from the start menu.
Now type services.msc in there and press Enter Key

To disable the Unwanted Service: Scroll down and highlight the service you want to adjust
Right-click on it and choose Properties
Click the stop button.
Select Disable or Manual in the Startup Type scroll bar.


Services to Disable:
Application Experience
Computer Browser (If your PC does not connect to any network)
Desktop Window Manager Session Manager (If you don't want the aero effects)
Diagnostic Policy Service
Disk Defragmenter
Distributed Link Tracking Client
IP Helper
Offline Files
Portable Device Enumerator Service
Print Spooler (If you do not use Printer)
Protected Storage
Remote Registry (You can safely disable it for more Security)
Secondary Logon
Security Center
Server (If your computer do not connect with any network)
Tablet PC Input Service
TCP/IP NetBIOS Helper
Windows Defender (If you have or are using another Antivirus.)
Windows Error Reporting Service (Unless you need it for debugging)
Windows Media Center Service Launcher
Windows Search (If you rarely use Windows Search feature )
Windows Time (If you do not want to synchronize system time with internet time automatically)

Of course, don't change any of the settings for these services if you know you are using them, or, alternately you can change many services to manual rather than disable, that way they only run when needed.

It doesent hang up during boot, in hangs up inside windows 7. Im going to try to install the fx updates for windows 7. Those hotfixes...

If that doesent work what else could I do? try disabling turbo mode? maybe it will solve it?

Its like periodic hang ups, I cant click on anything for about 30 seconds then suddenly the pc are responding, opening everything ive opened, only alot later.

Im suspecting maybe its something wrong with the ram? ive installed the two memory sticks in the two slots on the right side...maybe this is wrong? heh...
 
The memory IS installed wrong. You want the memory in DDR3_1 and DDR3_2 slot locations which are the slot furthest to the right and then skip a slot and the slot one over from the left. So, just to be clear, moving from left to right you want it in the second and fourth slots. That in itself could cause issues and even cause one of the modules to not be recognized or utilized.

The problem is back, for like 30-40 seconds the mouse cursor is in "working mode" if you know what I mean? Its like something is loading when its not?? Whats going on here??

I THINK it hangs during windows update but im not sure, I want to know 100 % whats wrong here, cant there be any explanation? What is it most likely? My SSD, ram or cpu??
 
Try this temporarily to see if we can narrow down the problem.

Tweak the running services as I outlined above.

Then, update both your antivirus and malware scanners, if you don't have or use both, get them and use them, regularly. I recommend the combination of either Windows defender and Malwarebytes or Avira free antivirus and Malwarebytes. I've never had a problem on any system using some combination of those applications. After updating run full scans to minimize the possibility of an infection.

Ctrl+Alt+Del to bring up the task manager and click on the processes tab. Make a note of any processes that are unknown to you by familiarity with their names that more than two or three instances running at the same time. If there are any post the names here.

Disable Windows update and reboot to see if the problem still occurs.

After that if all is good and there are no infections I'd do a clean boot following the instructions for your operating system here:

Be aware that you may lose some functionality of programs temporarily but that's ok and it's by design. You'll change those settings back later. Run the computer for a while and see if the problem persists. If it does, it's hardware or something with the operating system. If it doesn't, it's likely something from one of the third party applications.

I also think its a software issue but when the pc starts to hang like this I immediately think about the SSD..the problem can start when I surf the internet and click on links or inside the OS when im doing "regular stuff" lol..I played watch dogs for quite a time yesterday and that didnt start to hang up. Tried your tweaks and going to do a scan. I will report back. Here is a screenshot of the processes:

(the virus and malware didnt locate anything)

I dont know if its gonna hang again but it seems like a chronic problem that returns after a while, and it can go long time between hang-ups or short time, if this tells you anything more.
 
Just to eliminate other hardware issues, you might want to run Seatools for windows to test the ssd. Run the short DST and if it passes, run the long generic. Also, run Memtest86 for 7 full passes on each module. Test each module individually so you can determine which, if any, module throws errors. Testing modules together can cause false error results. Running memtest may take some time, several hours, so be prepared and run it when you don't need to be on it. I'd use the USB option.

ALSO, it doesent freeze when I play Watch Dogs at all! SHouldnt this rule out a hardware problem atleast? I Mean that game demands much, and I play it and it doesent lag or freeze for a second!!!! Maybe a clean windows install?? Anyone had this very same problem??:S

They both are off. Havent had a freeze yet since last time I wrote here...I really just want to get over it but im so afraid that the pc will hang again :(

Ive discovered 50 processes during the freeze and 46 or 47 after the freeze. Can I somewhat log whats wrong or what kind of processes coming up cause I cant see them...since the computer freezes

12C is obviously wrong unless you live in an ice box. That is way below ambient. You won't get accurate readings till under load at about 40C. Also your board iirc has no heatsinks on the vrm's and is only 4+1 phase power and has throttling issues with the six and eight core FX cpu's.
 
12c is 53.6 degrees F. How is that an ice box? No big, just wondering on that. Plus, seems we'd be much more concerned with the temps at the other end of the spectrum.

Open task manager (Ctrl+Alt+Del) and click on the processes tab. Resize the window to display as many processes as possible. Take screenshots of all the processes and post them here. Also, take a screenshot of all the sensors in HWinfo and post them as well.

During the freeze, 58 processes!!! wtf! 58 processes!And this goes up only when the computer freeze....and then it goes down again:

Looks like something called Local Security Authority Process and this uses high ram and process someone says...how do I fix this?? Can you guys check out the screenshots and see if you find anything more.
