CPU C States question.

So i was getting high 30's with my i5 4670 oced at 4.4ghz @ 1.280v fixed.

Now i enable the c states from my bios and at idle im getting low 30s so thats already an improvement.

Thing is that in CPUZ the core voltage stays at 1.280 (the way i put it for4.4) all the time.

How does this exactly work ?

Whatever the normal voltage is for your 4670k at stock speeds under max load + offset to = 1.280
So if you 4670k needs 1.2 volts normally do an offset of 0.08volts to equal 1.280
The offset will apply to idle voltages (say 0.90v will become 0.98v) as well but is much smaller than running at a constant 1.280v

So right now im at 1.220v for 4.4ghz . Its a fixed voltage. Its stable as well because i tested with prime95. Is this fine or should i go for lower voltage during idle ?
