PSU making strange noises all the time

When the computer is ON, I get a slight "zzzzzzzz" when I pin my ear to it. The thing is that it persists even when I turn OFF the computer and it's very noticable when there's no other noise in the room. Sounds like one of those old power boxes that sizzle in a very unique way.
http://pcpartpicker.com/user/Ripedox/saved/xHprxr This is the build. The PSU is EVGA 650W, it has a good year and a half of warranty left.
The sound only stops once I plug-off the whole system from the outlet and immediately starts when I plug it in. Flipping the switch on the power supply also stops the noise.

Capacitors and coils do generate a small whine that can be in the audible range. I understand this is a common problem with some 7000 series graphics cards as well.

I would inform EVGA and see what they say. Might just be missing some goop between some components that would normally be there to prevent such vibrations. It could also have a fault that is causing that noise.

I do believe that the GPU is faulty as I got it second-hand, but I am hearing the noise from the PSU not from the GPU. The problem with the gpu is that sometimes my monitor turns red and my computer crashes when exiting programs and games after being under extreme load. And I get some strange lines over my monitor. Could this somehow affect the PSU?
P.S. I never tried to return the GPU as I am still unsure, as some people told me that it might be the PSU that can't supply the GPU with the needed wattage.

If the powersupply is under heavy load all the time, that can cause all kinds of problems, including excess noise from components.

All of your components together don't really add up to all that much. Unless you have tons of extra fans and peripherals.

However, a faulty GPU could have an internal short. It would be somewhat obvious though in extreme temperatures if it was the GPU chip itself. Some other component on the board with a leakage to ground, less obvious.

Hey I found the solution. It was actually the audio system - Logitech, it's pretty old. Plugging it off made the noise stop, even tho I was turning it off every night (which obviously didnt work). Thank for the help.
