How does CAS relate to Frequency for DDR3 vs DDR4?

At this stage in the game, it seems like DDR3 has faster chips than DDR4 because of the lower latency. Sticks of DDR3 are already at 2133 with CAS 9, but DDR4 came out with sticks at 2133 with CAS 15.

Even more surprising (at least at first glance) is that DDR4 also costs more. Here is a link to a list of DDR4 32 GB kits at 2133 with CAS 13-15 ranging from $408 to $529.

Compare that to this link listing DDR3 32 GB kits at 2133 with CAS 9-11 ranging from $314 to $459.

Anyone know what gives? It seems to me that DDR4 is a little premature, but I could be wrong.

The Specs for DDR4 were started being put together back in 2005, and the basics (in the Jaedec Standards is simply a continuation from the DDR3 standard. Originally DDR3 was only to go to 1600, but the DRAM manufacturers took it up a few notches and had 1866, 2133, 2400 out in no time, and went on even higher, there were 2666 sticks out before Jedec ever released 'Standards for 1866 and 2133)...so with what is out is a follow on - and therefore have the higher CLs - am guessing the manufacturers will tighten them down once the market increases

The RAM is for me the main thing that prevents me from jumping into X99. I know it won't make a big difference in a lot of things, but I very frequently use just about all 32GB in my system when editing large photos, and my system remains just as responsive as when nothing is open. I really haven't tested slow RAM in my system, but I would rather just wait until better options are available before making the leap.

As for the bandwidth of DDR4, I can see that it's clearly going to be superior in time, but that might not come into play unless I get a CPU with more cores. Six cores don't leverage the full bandwidth of the 4930k's memory controller, so I'd guess that Haswell-E doesn't justify a platform upgrade as much as the next round of CPUs from Intel will, especially since SSD technology will make more M.2 and SATA-E options available by that time. It all seems to be suffering from the early adopter problem right now, though it is exciting stuff to see coming down the pipeline.
