Can this PC play Modern Games on medium or higher graphics quality?
At what graphics setting can it play Watch Dogs (if it can)?

What is your budget and where are you located? You don't need to get a Z series board becuase the CPU is locked. Look at some H and B series boards and it should bring the price down. You can put that into the GPU and get something a little better like an R9 270. A 270 will play everything on med-high.
