Choosing the right PSU for my Computer.

I have the following specification:

Biostar G41-M7 Motherboard ................80 Watt TDP.
Intel Q8300 2.5GHz CPU ........... ...........95 Watt TDP.
4GB Ram. 2 DDR2 Dimms ....................15 Watt TDP.
200 GB SATA Mech Hard Drive .............25 Watt TDP
600 GB SATA Mech Hard Drive..............25 Watt TDP.
240 GB SATA SSD Hard Drive...............25 Watt TDP.
2 Case Fans 120mm .............................10 Watt TDP.
DVD-RW ................................................25 Watt TDP.
MSI R9 280 3GB ...................................250 Watt TDP.

TOTAL: 550 Watts.

I would like to know a PSU which is good value for money and has enough AMPs to cope with my machine at max load.

I will require 21 Amps @ 12 volts to power the R9 280.
Does this mean that dual rails at lets say 19A @ 12v1 + 19A @ 12v2 are not compatible with my computer power requirements?

I've read a lot of information on this website and I just want to be sure its correct.

I am from the UK so I will need 230 volt input.

looking for something cheap but good in terms of its use.

If your tdp figures are correct, then you would be pushing a 500w psu right to its limits, which is not good. I would probably opt for a 600w model. Having said that, it is highly unlikely that all your components will be pulling their full tdp all at once, i personally think a good quality 500w unit would be ok, but it is better to not run a psu at more than 80% load for long periods as it wont last too long and will get hot and noisy. Another issue i see is the cpu you have will be the bottleneck of the system limiting the performance of the gpu. I wouldnt put anything more than an r9 270 with it, unless you do plan to upgrade your cpu in the near future.
