Radeon 7850 and INTEL HD4000 problem

Hello there,
First of all I'd like to say greetings to the Tom's HARDWARE society.

I do have a big problem that bugs me crazy for the past 3 days, unfortunately the technical polish forums couldnt come out with a proper diagnosis/solution so I'd love to hear from You.

About 5 days ago, I have been playing like usual, out of the sudden the screen went all blue-ish, however I was still hearing the audio from the game/ teamspeak.
I reseted the computer, and after that every time I was launching it, after the windows 8 entering screen (before the login screen) the screen is getting black, without any respond.
I formated my harddrive, hopefully got the windows to launch properly, but when tried to install the AMD driver (14.4), during the instalation progress when the screen blinks twice, after the second blink the screen is dieing again, showing the nasty black screen again.
The only solution to get it to booting windows properly is getting it to emergency mode, unistalling the driver with DDU and using the integrated HD graphics. My diagnosis was clearly a broken GPU

And heres the funny part, after formatting the HDD twice, I noticed that the HD4000 graphic drivers can not be install aswell, everytime I try to do so I get a popup saying that my system doesnt meet the minimnal requirements in order to install them. I think i scouted the whole web but there isnt one specific solution to the problem, nor the diagnosis.

So Im kindly asking You, Tom's Hardware people, what do You think is the problem here, PSU, MOBO ? Maybe You do know the solution

Ive tried a lot of things such as:
Disabling both of the displays in BIOS
Updating my bios
Checked both PCI-E,cables (HDMI,D-SUB) and monitors (one with FHD, other one with lower res)

I'm truelly out of ideas what can cause this.

My specs:

Win 8.1 64x
ASrock B75-pro3m
i3-2120
Sapphire 7850 2gb ver. (no OC version)
4 gb of goodrams 1333mhz

The RMA is no longer supported as its like 2,5 years old machine.

More to add
Sometimes after installing the driver to GPU itself the monitor showed (after the windows sign, before the login) weird artifacts on the screen
GPU-Z, after installing the gpu in drivers, showed 0mhz on clock speed, and 0mhz memory speed (in emergency mode)
The HD4000 is showing properly I guess 850mhz/667mhz, however everytime in device menager its named Microsoft Basic Display Adapter.
