Custom Build Won't Get Past Post

My computer wont get past POST. it gets to the second coloured dot on the win 7 loading screen, and then it instantly blue screens. ive tried to repair intsall, ive tried to fresh install, ive tried rearranging the ram slots, one of my friends managed to boot and old hdd from his work in safe mode on it and performed a memory diagnostic which came up clean. few days prior to the incident there were power surges in my area if that helps.

OS: Windows 7 64 Bit
CPU: A10 6800k Black Edition (with stock fan)
MoBo: AsRock FM2A75 PRO4
RAM: 1x 8GB DDR3 1600MHz Corsair XMS 3
Vid: ASUS AMD Radeon R7 250 1GB GDDR5 1050MHz Graphics Card

Notes: The original install was done with a memory stick.
furethermore this pc has been working perfectly for about 7 months

any help would be appreciated

Thats what i figured just then, thanks, i do remember that during building i only used the stock thermal that was on the cpu, which was just basiaclly a stickers worth of thermal paste

so ive removed the stock heatsink, the one that came with the a10, and ive rubbed my finger across the top of the cpu, and its dry as a bone, like the absolute smallest amount of residue came off. ive put the graphics card back in, i notice that the fan spinds infrequently of switching the pc on.
