F8 and Dell Diagnostics only going to blank screen

Hi everyone. This is my first time posting here, so if I'm missing any info or if I put this in the wrong thread, please let me know.

I am a technician and have run into an issue with a customer's laptop that I've never seen before. I've exhausted my Google options so you guys are my last hope.

The laptop is a Dell Inspiron N5010 running Windows 7 Home Premium. We recently replaced both the motherboard and the hard drive. The computer works fine with the exception of two issues: when hitting F8 for the Advanced Boot Options, the computer just goes to a blank screen. It will also go to a blank screen when hitting F12 and choosing Dell Diagnostics. The only way to then get out of this screen is by rebooting the laptop. I can go to the BIOS just fine by hitting F2, and everything else in the F12 boot menu works normally. The computer will boot normally if no key is pressed, as it should.

I can access Safe Mode fine by changing the boot options under msconfig.

Steps I've already tried:

1. I've updated the BIOS to the current version.

2. I've run a repair install for Windows 7.

3. I've repaired/replaced both the bootmgr and winload.exe.

I'm out of ideas at this point. I suppose what I don't understand is, where exactly is the ABO stored? And is the Dell Diagnostic software stored in the same place? Why are these the only things affected? Are they on a chip on the motherboard, similar to the BIOS? Please help!
