Alright so I caught a bit of a snag in my build.. The price of the motherboard that I wanted went up in price quite a bit and I really don't want to spend any more money. I have decided that I will buy a cheap motherboard and just deal with the lack of features and color scheme.. Entry level mobo's are eyesores and my color scheme was going to be red on black. Is there any way that I can remove the pcie slot and the two ram slots and paint them somehow, or are they soldered to the board? I don't really want to change my color scheme to blue on black.

I wouldnt remove them. Your best option would be, be very careful with this, and simply paint with it on the board. As long as you dont get it on the board itself you will be good to go. Dont get any paint on the internal portions of any slots.
