CPU fan slowing down on high fan setting ?

Not sure if this is the right place to ask...

So I have an NZXT Phantom 410 case, which comes with a built-in 3-speed fan controller. I have an Intel stock cooler (from i5-4670k) because I don't overclock and don't really have the budget for a nice cooler if I don't really need it.

At stage 1 (slowest) and stage 2 (medium), all the fans work fine. They speed up, the LEDs on some of the fans get brighter, and they get louder. On stage 3 (the fastest speed), all of the case fans speed up and get brighter/louder/etc, but the fan on the stock cooler seems to cool down. When I play hardware-intensive games I like to keep the fans on stage 3 to keep my PC cool, but it worries me when the CPU fan seems to be moving slower than stage 1.
I'm not sure what to compare the speed to, almost like a ceiling fan on low or medium.

Could this possibly be an RPM limitation on the CPU fan, or what? There are no wires hitting it or anything. I almost feel like it could be an illusion (some fans look like they're moving slow or backwards when they move fast) but I don't think so.

The CPU fan is connected to the motherbd which is controlling its speed by watching its (the cpu) temperature, the hotter it gets the faster the fan will spin to cool it down. When you have the case fans on 3 your system is so cool the motherbd turns down the fan on the cpu because it doesn't need more to keep it cool. You should be smiling right about now. LoL

OHHHHHHHH. That makes much more sense now. I was just worried because it seems like it's spinning too slow even for that. Thanks!

No, I guess I figured I did (I had a friend set up my fan controller for me because I didn't understand it)
