hey guys pls help me to fix my chip ..my windows 8 OS can't format it and my chip file format is raw. so cant fix it .I tried with CMD too but it didn't fixed . I can't make partition or active the old on with disk management

it say : '' the disk check could not be perfomed because windows can't access the disk'' when i tried to error check in properties. please help me to fix it
