PC feeling kind of sluggish at 4.4. Maybe a Windows problem?

Hello everyone. I'm kind of getting the feeling that my pc isn't performing up to par. I'm not exactly sure if there's anyway to compare to others but, it just feels - not slow, but not how 4.4 should fee like(lol). I would like to know if their might be something I did wrong somewhere after I oc'd it. It was fast a few months ago but now, it seems like it slowed down.
PC: 4670K 4.4 (On air- 1.256V)
Mobo: MSI Z87-G45 Gaming (Bios 1.9, newest one)
GPU:R9-280X (Not really usable, but will work for now till I get another one)
HDD: 1TB WD Blue
SSD: Kingston HyperX 120GB
4 Cooler master fans
PSU: Thermaltake 750W Gold Certified

I don't know to be honest... I feel that it should be faster than what it is. It takes about 5-8 min to render a 7GB file. Sometimes, web pages take up to 10 seconds or more to load with a good internet connection. Like I don't know if it's just me or the pc.

@Jameson My 280-X is unusable because of SEVERE artifacting, stuttering, and horrible coil whine.. Performance is below average, and the only way to make it work without artifacting every 30 min is to underclock it by at least 100mhz.

There are quite a number of things I noticed so far: The pc boots up WAY much faster, i'd say about 5 seconds from turning it on to the login screen on windows. Of course performance in 3-D apps decreased by a lot but, it's an IGPU what can you expect? Things seem to run more on time rather than delayed a few seconds, so I think the GPU is the problem.

Also, in the bios, there are options that allocate a fixed amount of memory for the igpu, would any of that be useful?

Another thing, I can't get into the bios after a restart or shutdown, it just boots too fast.

haha, now you`re complaining of your computer booting too fast. :) girls.
When you turn on your computer, immediately press the F12/Del/F10/F2 or whatever it is so that you can go into the Bios, don`t wait for the "press F2" line to appear.

I was able to enter the bios after a few tries, I guess i wasn't pressing it at the right time..
I just got off the phone with ASUS support and they'll look for another card in their warehouse (hopefully they have a spare), if not, i'll just get the this pos again and the problem will keep re-occuring until I buy a new one.
FYI, i'm a guy.....

Well, I guess my problem is solved. One more thing- if in the coming weeks, should I buy the 780 or wait get the 900 series? I'll want to keep my price range from $450-390. I know that the prices on the 780 should go down quite a bit so yea, any advice would be appreciated, and thanks for the effort.
