Hi. For last 2 days my pc has been experiencing procesor frequency issues. When doing nothing on my PC it would sometimes reach 4.40 ghz which would make my idle temps rize to 35 (normal is 30-31max). What controls procesor frequency? Is it BIOS? Would flashing it help? If its not BIOS what is it and how can i fix it?

open the task manager and see what is loading in the background
probably there's malware, perform a scan after updating your antivirus definitions
updating the BIOS may solve some bugs, just get the right version for your mother board
