Looking for a CPU cooler under $60

Hello I currently am using the stock Intel cooler and it is just way to loud half the time and the temps of course are not what I call adequate. I have a budget of around $60 and want to purchase a cooler weather it be an air or water cooler I just need something that will get be the most value for $60. I would plan on using af or sp120 silent edition fans and would like to know which would be a better choice seeing as I hear about static pressure fans being more suited for radiators.

The Dark rock pro 3 is what I might go with after all thank you for the response. Seeing as its $60 for today olnly I might have to get it today.

You're going to want to have someone with small hands helping you out. I've heard it's extremely hard to install unless you have small hands

Had a change of plans due to no room for high profile memory so I may get a watercooler.

Don't get a budget AIO. Always get at least a 140mm (Preferable a 2x120 or 2x140) AIO or else you're a lot better off with air

At this price you will not get the best watercoolers out there. But look at this : http://pcpartpicker.com/mr/newegg/thermaltake-cpu-cooler-clw0222 Costs 59.99 after rebate. Here is the link to the review: http://www.thinkcomputers.org/thermaltake-water-3-0-pro-water-cooling-system-review/4/ And it gets a max overclock of 4.9 ghz on sandy bridge. I estimate 4.5-4.7 on Haswell or 4.5 ghz on an 8 core fx or 4.7 on 6 core fx ( i.e excluding the 220w extremes) For that price it beats the h80i and comes close to the h100i. And it costs equal to the h60.
