Restarts 2-3 seconds after shut down, tried everything

Just built my first computer and I'm pretty confident everything is installed properly.
Here are the specs:
ASROCK Z97 Fatal1ty killer
EVGA GTX 760 2GB
PSU SEASONIC SS-750km3
SSD 128GB SAMSUNG
CPU INTEL i5 4670k 3.4G
DVD BRN ASUS DRW 24B1ST
MEM 4gbx2 GSKILL ddr3 1600
CPU COOLER CM RR-212E-20PK-R2 R


I've tried basically everything I found online to try

Will update later with what I tried.

Will stay off, if i hold down power button for 6 seconds. But if shutdown normally, will just restart.

I've disabled Wake On settings through device manager > network adapters etc..
I've unchecked automatically restart
Updated all drivers.
I don't think this issue was apparent before I installed windows and M/B disk to install the drivers.
I've uninstalled every driver one at a time to see if it would fix itself. Nothing helped. Updated windows(179 important updates) No fix.
Was in BIOS and disabled some options that I read to do online.

Okay, that showed "Unknown device", with a yellow explanation mark
The drivers for this device are not installed. (Code 28)

To find a driver for this device, click Update Driver.

Thats the message when viewing it. And I tried automatically updating through windows but no driver was found.
the location of this device is On Microsoft ACPI-Compliant system


edit: that is there regardless of showing hidden devices or not. With showing hidden devices
I see non-plug and play Drivers
nothing in that sub says ACPI in the title
 
OK that Microsoft ACPI-Compliant system has something to do with Intel Smart Connect Technology

(Not too sure if the CPU or the mobo supports this). It is also an option in the BIOS. Did you install this?

Dont know if you need it or not. If you want it you have to install the driver for it

I think my mobo supports this but I think when I ran the install file, it said it doesnt support it

okay i installed that and another driver that i left out that i thought wasnt important, but still just boots back up after it shuts down. its like a good 2 or 3 seconds of no power(fans or anything) then you hear a faint click and powers back up

Update:

Played arma 3 for 5 hours after giving up trying to fix the issue went to shut it off for the night and it actually stayed. I put it back on to test again. Thought it was fixed..went to bed 5-10 mins later I hear it turn on by it's self. Any more ideas? Now I just manually shut it down and switched the surge protector off
