Something is terribly wrong with my Computer. Lag Spikes with good GPU.

While playing games (Most games) I seem to get tiny lag spikes while playing. As in it will be running 60 fps (limit) and suddenly freeze for a millisecond (Yes it is frozen for a slight second, and no more or less) and then 60 fps again. On the fps counter it shows 55 fps, then 60 fps. This is happening on most games, and I tested it on TF2 (Which I'd assume should be running perfectly without any lag spikes what so ever). I have the latest Geforce GPU driver- 340.52. I tried changing batteries on mouse, etc. (But again it shows on the fps counter). This happens quite a bit, and it is really annoying/ noticeable.

By the way, this doesn't happen ALL THE TIME, the games are playable, but I am concerned something is wrong and it keeps on GETTING worse. I don't know exactly when this started occuring, but I can tell you it use to not occur at first.

I doubt it is a bottleneck by all means. The i5-4690 is a very good CPU. It also seems to go to 40-30% CPU usage in game on TF2. I am guessing it is a CPU problem. (It also stays around 50-55 Degrees Celsius while using HeavyLoad CPU stress test).

Using CCleaner has helped the problem a bit, but didn't completely fix it.

It isn't the Storage's fault. It lags the same when putting game files on the SSD or HDD.
I have a feeling it is the CPU. It gets 40% CPU usage in Minecraft and TF2 (Which isn't normal at all). Any ideas on fixing that?

I have tried a different monitor/ monitor cable. This didn't fix it.

I have tried a Memory Test. No Problems on the Memory.

I have tried disabling all services except Microsoft Services, and Startup Services in MS Config. This didn't change a thing.

If possible, could I somehow install Intel HD 4600? It says I can't, but the Intel I5-4690 processor does have it. Any ideas on how to so that I could eliminate the GPU from the list of possible errors? I don't have any other graphics cards, or have any friends that I can trade GPUs with. Any idea on how to do that?

World of Tanks seems to get this Stutter the most. The stutter didn't occur before when I first got the computer, and now it is occuring. This means this stutter is new.

I removed files from my HDD and that didn't change anything.

I have tried lowering graphics in games. This didn't not fix this problem though it did increase the FPS in these games. Such as in WOT. But that isn't what I was looking for.

In CPUID HWMonitor, my VIN4 Voltage has dropped as low as .016V and as high as 1.120V. Is there something wrong there?

Any ideas on what may be occuring?

HARDWARE that isn't causing it:
-The Wireless Adapter
-The RAM (I tested it)
-The Monitor and Monitor Cable
-The Keyboard and Mouse. It is doubtful since the lag spikes are different in every game.

I don't think I have a virus, I have Microsoft Security Essentials. Plus if I did, my cpu usage probably wouldn't be 2 % while idle. My resolution is 1920x1080 with 60hz (Highest possible) And max settings on TF2.

I'll do a quick scan anyway just incase.

In tf2? This game runs on my fr pc with 2 ram some old nvidia gpu and pentium cpu on 1600x900 at medium high with playable fps and you say you get dips to 55 fps with freezes?? That's strange my last guessing is Yes i know you must have parked cores!!! That's the thing!

It didn't seem to fix it once I "unparked" the cores. I did all he said/restarted it. I don't think it is exactly overheating, what should the temperature be at ingame?

But cpu usage is high in game and I don't think a i5-4690 is a bottleneck to a 770.

It shouldn't bottle neck it at all like mine i5 3350p is getting its 4 cores to 96-100% while the gpu 70-99%

Any other ideas on what may be causing this slight lag? Like I said, the lag is only for a millisecond, and I am pretty sure it shouldn't be happening. Using CCleaner has fixed this lag a tiny bit, but it still happens.

So I tried a CPU stress test. (CPU goes to 100% usage using HeavyLoad) The cpu cores seem to stand around 50 degrees celcius and stay around there. I don't think the problems have to do with temperature. That can be ruled out.

50c for your cores is pretty nice my ultra tower 630 phantom handle this i5 3350p with like 65-72c while gaming 2x 200mm fans and one 160-180mm not sure.Btw it is possible to be some problem with the gpu like when i choose mine i stopped at msi cause ppl said its a great brand with biggerlifespan on the cooling more clock speed and some programs like afterburner something called predator for streaming etc.
More of them says that zotac may have problems also palit and gigabyte but for evga i heard only good things so am confused.

This is the hard drive 100%. I had this last month and it finally failed. Got a new Hard drive and its fine. Check your CPU monitor when you are playing. I guarantee when the freeze happens, the CPU usage goes down to almost nothing then comes back up again. New HDD/ SSD needed mate.

Hmm you make a point. I run all my games off of my HDD, not my SSD. It's a very new PC, and there is barely any dust in it. (Or any that could make a difference). Let me try and put the game on my ssd, and see the difference.

Alright It isn't the hard drive. It gets the same lag on the SSD or HDD, no matter what. And the CPU usage is really high when running games (40%) like TF2 or Minecraft. I know that isn't normal, my friend gets about 15% CPU usage in his game and he has a much worse GPU. And I know I don't have a bottlenecked CPU. Any ideas on how to fix the high CPU usage?

Alright I want to make a more detailed explanation on what is occurring. And something that occurred in the past.
The first problem that occurred in my computer was that when I turned it on, it white screened. This never happened again, could of been wires or something.
I started noticing some other problems while playing TF2, while turning around I got lag. I thought it was mouse problems. So, yeah.
Then I got scared when it started happening in Minecraft. It suddenly started terribly lagging in the Nether, losing lots of FPS at random times. I mean sure Minecraft is terribly optimized, but I should be able to run it very well on this computer.
Before thinking that it could be a GPU problem, let me reassure you, I get 300 FPS. Yes while playing I get about 300 FPS. Randomly while playing it freezes for a VERY SMALL amount of time. Like half- or even a quarter of a second lag spike. It is noticeable because it runs 300 fps, then freezes. Every other game runs very well, but gets those same lag spikes.
I went through a series of things, doing what others recommended or my own thing. I minimized the problem a bit, but it is still noticeable.
Today, I noticed that my CPU usage is way above normal while playing games. When not playing games it is about 0-3% (Or idle). While playing Minecraft or TF2 it can get as high as 70%. My friend gets about 14% while playing, and he has a worse GPU, and only a slightly better CPU. I know I don't have a virus. I know what one is, and I have gotten rid of several on my friends computers.
My guess as the problems could be: -CPU: Right at the heart. It's getting 70% CPU usage, and it's a very good CPU. Got to be something wrong there. -RAM: Could be something wrong. Still have yet to test if it is. -GPU: I am thinking this is unlikely, but who knows. -Storage: Again unlikely. -PSU: Who knows, the PSU could be messing up. -Motherboard: I don't think it is this. But it could be. -Programs, or something wrong with the Computer.
Any help, advice, or ANYTHING would be very helpful for me.

I compared it to a friends which is getting similar CPU usage in a different game. Probably not the CPU, but it still makes me wonder what is wrong with the millisecond lag spikes in games. Any ideas? It seems to start occurring more the longer I play the game, and sometimes it barely happens for a long time, and sometimes it starts happening right away. I know there is no bottleneck. And the GPU and CPU is way more than good enough to play games like TF2 and Minecraft. Infact I shouldn't lag AT ALL in those games.

Can you do us a favour and download MSI AFterburner and let us know what the temperatures of the GPU and CPU are when you get the lag spikes etc, could be throttling a bit if you are under that much load

I don't think it is throttling. I get lag spikes in World of Tanks which I never got before when I first got this computer. I get these lag spikes RIGHT AWAY, and my GPU temps are not very hot when playing. Even if it was throttling, I doubt it would cause lag in TF2 or Minecraft.

Anyway, WOT got the GPU up to 74 Degrees Celsius (Highest). Which I know is pretty normal since WOT is GPU intensive.
CPU highest is 48 Degrees Celsius.

Okay, in that case it is likely drivers or a software issue.

Im still surprised it isnt hard drive issues... i had this problem for about a month till the HDD died.

I have tried different drivers, and disabling most software with no luck. It just HAPPENS and I DON'T know how to FIX it :(
