they are both the same card onme just slightly overclocked moire than the other .. i would recommend the higher clocked one if you dont know how to overclock and would want more speed than stock but if you are tech savy and is aware of how to do the overclock then save you bucks and do it yourself
 
If it's just 15 dollars, definitely go for the Vapor-X. The Vapor-X cooler generally cools a lot better than most other coolers. You'll mainly see the difference in temperature of the GPU, and if you want to overclock without changing the stock cooler, the Vapor-X will give a lot more headroom.

Vapor-X 100%. I own the R9 290 Vapor-X, alot of people have issues with other cards of the 290 heating up alot. The Vapor-X keeps my card at around 70-75C

I'm sure its the same concept for the 270x, The couple extra bucks is definitely worth it.
