Hi, I have this problem where I cannot get smooth performance in most games unless I overclock my CPU and GPU. It seems to help the most if I OC the CPU. Here is a video of the problem you have to download it to see the stutter in 60fps. https://drive.google.com/open?id=0B6PAlZHCp5EkeE9pa1JOc...

I have a GTX 780 SC ACX, Intel Core i5 4670K with Hyper 212 Evo cooler, Corsair CX600M PSU, 8GB ram, a Gigabyte Z87X-UD3H, 3 case fans and Windows 7 64 bit.

What resolution are you using?
At 1080P I would expect no problem. Higher... perhaps.

It is normal operation to oc your 4670K,
It should run at 4.0, perhaps higher.

On the graphics side, inadequate case cooling might be the issue.
Take the case covers off and see if you do better.

By overclocking the cpu/gpu what are you doing? are you increasing the power, and voltage? or just the freq's?

Have you tried downloading the latest driver, straight from NVIDIA, re-installing, and selecting the option for "Clean Install"?

If so, have you tried toggling VSYNC on & off in the games in question?

What's the model of the monitor you're using?

Right, along those lines, what are the temps you're seeing on the CPU and GPU during gaming? You can download a free tool like MSI Afterburner to monitor both. (You have to enable CPU temp monitoring from the option menu.)

My temps are around 50 on the cpu and around 60-70 on gpu. My monitor is an Asus VS 247Hp.

Well, those temps are normal (assuming that's after extended gaming?), and that 1080p monitor should not be a challenge for your GPU.

Did you try my other suggestions above?

For some odd reasons I have heard bumping up the voltages on the gpu fix stutters in games, maybe try that?

I just tried that and it didn't work. Also I tried lowering the graphics settings to minimum in Hitman Absolution and I still got the stutter. Also this doesn't happen in some games like Crysis 3 or Tomb Raider. So I was thinking maybe if I upgrade my CPU it would fix it, because the games that do have this problem are very CPU intensive like Splinter Cell Blacklist, Call of Juarez Gunslinger, AC4, Hitman.

For the games you have listed are you playing it on the recommended settings or higher. If its higher then probably you need to upgrade your cpu. If it is the recommended settings then there is something seriously wrong.

You can always try and download razor cortex which should increase the frame rates.

Let me know if that works.

I mentioned VSYCN in the op. So was that the issue?

Did toggling VSYNC on/off, with full-screen in the games in question make a difference?

When I made the games borderless windowed or normal windowed mode the small stutter is completely gone even with vsync on. Do you know what would be causing this?

I do a clean install on every new driver and i have had this problem for the past few drivers. I hope they address this issue in a future driver. Threre is a rumor that they will release a new major driver sometime soon.

So I found out a way to fix it that I don't think should be necessary. I have to force a 60FPS cap using RivaTuner. Is this normal?

I just doesn't seem like I should have to do this. I have 2 PCs with the same CPU and it happens on both of the pcs. Could it be the CPU?
