I'm fairly nooby when it comes to builds but I put this together. It fits my budget and all the components will handle my gaming, editing and school work. I just want to get some opinions on areas I could improve or help cost. I'll be doing heavy gaming and editing 1080 videos and potentially gopro 4k video.

Solution
For editing, you are good.
For gaming, not so much.
Particularly if you are contemplating gaming on a 4k monitor.
A balanced gamer will spend $350-$450 on a graphics card when using s $200 cpu.

If you are planning on 4k gaming, you need serious graphics muscle. A GTX780ti or more likely sli GTX770.
I think I would look at the rumored GTX980 and GTX970 cards to see what they offer.

Solution

I would get a 780ti if the 900's drop. The price will go down and it will be good for gaming.
Also drop the CPU cooler you have now and get a Cooler Master Hyper EVO 212

Nice, but:
1, I would drop the MSI mobo and go for a quality ASRock or Gigabyte board.
2, The CM Hyper 212 EVO would be quieter at the expense of just a few degrees celsius.
3, SSDs with lower $/GB rates can be found (cough cough Crucial MX100)
4, The Asus 780 Ti DirectCU II can be found for about 500-600$.

I applied all the changes you said and the price was about $1400 whereas we can tell his budget is only $1300 from his original budget. What do you mean by low quality? MSI makes one of the best motherboards these days and I have used this motherboard myself so I have experience with it. In the end, a Z97 mobo is a Z97 mobo no matter how many features it has.
