Regedit WiFi Problem

Basically from what my friend told me, after his windows user was blocked he googled the problem and it told him to go into safe mode and into regedit. However hes done this before and it worked fine.

Straight after the restart from the safe mode and into normal, the user was working just fine but when windows fully loaded up there was no connection. At first I thought he just simply clicked the wifi on/off button on the keyboard of his laptop but that wasn't the case. He said he doesn't think and can't remember if he touched anything else, or to do with wifi or networking. I have no idea what it could be, ive unistalled drivers installed new ones it just says (code 31) in the device and drivers after the installation.

this is the wifi chip model and name, not sure if that makes any difference but i've googled all i know and there doesnt seem to be a problem like mine anywhere.
