I think this motherboard is dying

I have a (seemingly ancient) Asus P5Q3 motherboard that I think is dying on me. I guess after something like 6 years it's about time. The symptoms are the voltages are REALLY off compared to measurements I take with a DMM (digital multimeter). I can go into the BIOS and in 1 minute my measurements on the 12V rail will go from 11.875 down to 11.3 and stabilize at 11.5. Funny thing, when I take the readings with the DMM I get a consistant 12.2V on the 12V rail. For the record the PSU I am using is a 2 year old (but rarely used, it was on clearance for $100) Corsair HX1000W.

I ran IntelBurnInTest for 20 cycles, no overheating and absolutely rock solid at 12.2V on the DMM. I run Heaven Valley benchmark, still sitting at 12.2V. This is strange to me. In 14 years of working in IT and countless builds I have never seen these strange readings.

I even though maybe somehow I had a BIOS issue. Nope, flashed it to the previous version, no change. Did a full reset on the BIOS. No change. I am about to take a screwdriver and remove the MB and just put the CPU on craigslist (anyone know the value of a Q9550?)

Any ideas on how to remedy this would be greatly appreciated. Thanks for reading.

If voltages in bios are wrong - it can be Winbond chip issue.
