I've done quite a bit a research and nothing seems to support my case. My computer will GO to sleep and STAY asleep if I ask it to as in, I manually put the computer to sleep. But if I don't manually put it to sleep, it won't go to sleep, only the monitors turn off and the computer is still running. I checked powercfg and it doesn't say anything is keeping my system from sleeping. I also checked all my power options and all of them are set to sleep after 20 minutes of inactivity.

My computer used to sleep normally but now after a recent update to windows and avast anti virus it won't sleep unless I tell it to.

I had two issues at one time: network and mouse.

I found instructions online on how to change the network settings through Device Manager and for the mouse I just followed the instructions as per the above link.

My computer would just keep starting even after I solved the NETWORK issue (both caused it as I found out later). I can only guess that some VIBRATION jiggled the mouse just enough to turn on the computer.

Thus, I put my computer into SLEEP every night and press a button on my KEYBOARD to start it. When I enter in the "powercfg" command into the BIOS it only shows my keyboard now and everything's been fine for months.

I have a similar problem on windows 7. Check your file sharing settings.. I think there's a registry setting. I was living in a flat, and when someone tried to access or had a shared folder open it wouldn't sleep.

You can try THIS:
http://www.cnet.com/how-to/find-out-what-program-is-interrupting-windows-sleep-mode/

In my case, it showed an Intel network controller was the cause and further research told me what to change to correct that problem. It then worked fine for several months until something else screwed things up... sigh.

I've tried both of those and powercfg -requests shows no requests and as for the registry setting I turned off file sharing and it didn't work my computer still won't go to sleep on its own.

Good, but note that there's a chance you'll have issues again so keep my suggestion in mind if your computer has sleep issues.

This has been a common problem for many people up to and including Windows 8. It would be really nice if Microsoft included software to WARN you of a potential problem since they obviously have ways to check what devices have authority to wake up your PC.

These are always fun. You might find that your computer will not sleep when you have another computer on the same network that is awake. (this includes your xbox)

the second computer can be talking to the first one via the ethernet, it prevents the system from actually going idle. So the actual automatic sleep events are not triggered.

to figure this out unplug your network cable and see if the system goes to sleep as expected.
(assumes you are using a hardwired connection)

Again, I'm glad the original problem is solved but I don't remember there being a BIOS setting that relates to the inability to not enter Sleep. It's my understanding that this is completely a software issue. I'm not referring to "WAKE ON LAN" as that's just about waking the PC remotely.

Is anyone still reading this thread? I have the same issued and have literally tried EVERYTHING. ALL the above. ( except BIOS - cant imagine how that would be causing this? ) I have no file sharing set up. I've checked every powercfg option and even did one where you run a power report that generates an html file. I have the file and there are errors, I think, but nothing that could do this. Help would be appreciated.
