System not booting up

My system is not working help! It won't POST or go into Bios at all, even though the led lights, the fan, the CPU fan, and the motherboard light are running. My specs are i7 4790, 8gb ddr3, corsair 450M psu, gtx 770, Kingston ssd, g45 z97 msi mobo, corsair carbide 400r.

Things I've tried:
Reseating the CPU twice.
Bread boarding and using 1 ram ,cpu, hsf, 24 pin, CPU power connector, front panel connectors, and hd audio connector.
Taking out the CMOS battery (although I found that my mobo didn't have a CMOS cap on the clear CMOS button to begin with)
Reseating the ram in every slot.

My psu is the corsair cs450m. I already tried using on board graphics with VGA. In the beginning, when I turned it on the first time, there was a small fire that burned a non essential light plug, but nothing else seemed burnt. Also when I tried my gtx 770, it needed a 8 pin and a 6 pin, but I only had one 6+2 for pcie so I just used a 2 molex to 6 pin adapter that came with my gpu. I wondered if that did something. I thought it was strange that I didn't get bios beeps or bios and it didn't display video. I'm not sure if my cpu, mobo, or psu is dead. I can test my gpu and ram with a friend, but CPU, mobo and psu I can't test due to incompatibility. I'm not sure if I should just rma CPU mobo and psu.

No I do not get Beeps from my mobo even if I remove my graphics card as well as ALL of the memory modules. I suspect that this is not normal, however I'm not sure if msi gaming boards have beepers. In any case, i tested the motherboard and cpu with 1 stick of ram and a verified working psu. The result was the same; no beeps no bios no video signal. That should rule out the psu. This means that it must be either the mobo, CPU, or ram. I'm not sure the chances of 2 faulty sticks of ram, so I sent back the mobo and CPU for a replacement. If it still doesn't work then it must be the ram.
 
No beeps don't rule out the PSU... infact the beeper only makes beep codes when the BIOS has finished posting and if it doesn't post due to bad PSU it won't beep. Another point is, the mobo doesn't seem to have a beeper, I've checked all the mobo images and can't find one. Your case may have one or you may have to get one and connect it to the JFP2 System Panel Connector... see the connection schematics on the image in the manual page 1-22

When you get the Mobo and CPU replacements and assemble everything, if the PSU and RAM are good, it should work... if it doesn't, try each RAM module at a time on every RAM socket... if you still have the problem, the PSU would be the culprit.

You can also check the RAM modules with a beeper connected to listen for RAM error codes... but it would be rare if both RAM modules were faulty, so the PSU would be more likely. And if you connect a beeper and still no beeps, video, or post, the culprit will be the PSU.

I actually connected the psu from my old computer to the barebones setup with mobo ,1 stick of ram (tried both sticks in every slot), CPU , and heatsink. The reason I ruled out the psu is because the psu from my old computer works and is currently working as I type. Because it still didn't boot to bios or beep, and my old psu that is working doesn't fix anything, I can safely assume the new psu is not broken either. I have no way of testing the ram because I have no compatible hardware that can run ddr3, but 2 faulty ram in itself is as rare as a faulty cpu. The mobo is the more likely culprit in my opinion. Just to be safe I sent both the cpu and mobo back for a replacement. If it still doesn't work then it must be the ram no? All I can do is pray that the mobo and CPU on the way would post and work.
 
OK, I didn't know you had tested it with another working PSU. I don't think it's the RAM because as we have concurred, it's not very likely and it's relatively new(?)... but motherboards can die without apparent causes and can even come D.O.A.!!... So hopefully the replacement should solve the problem.

Okay so I got the replacement parts and tested the motherboard and cpu outside of the box and it booted up fine. The ram and everything was recognized and working. I shut it off and put it inside the case and when I booted again, there was no video signal. I tried reseating the memory. I took out the gpu before I installed the mobo, but then put it back again. It really is a pain when so many problems like this happen. Any ideas?
 
Must be be something small like lose connection (power or data), check and double check all your connections, make sure nothing is lodged under the motherboard, the mobo screws should not be lose or overtightened, the back panel shield shuld clear the ports... reset the BIOS with battery off for 5-10 minutes... use another video port.. vga is the default so try that first. Video may have switched to onboard when you removed the GPU... You should have removed the BIOS battery before removing and replading the GPU bcause without the battery, the BIOS will not notice the absence of the GPU... and the opposite; if it does notice the absence it will switch to onboard video, and sometimes it may take a while before it switches back to the right video output.

There is no reason why it should work benched and not in the case unless the motherboard is shorting out on the case, or if you have a lose connection, or if the BIOS video settings got mixed up from removing the GPU.

What I have tried:
1. 16+ combinations of the 2 ram modules
2. Reseating gpu
3.reseating cpu
4.replugging all wires
5. Triple checking all wires
6.taking out gpu
7. Using the VGA port on mobo
8. Switching monitors
I also reset the CMOS every time I put something in took something out or reseated something. I don't get it. I have the worst luck ever. Watch it be that the mobo gave up again. I still don't get video signal from gpu dvi or the onboard VGA or the onboard hdmi or the gpu hdmi. Btw this was all done OUTSIDE the case benched like before when it was booting fine.
