Difference in CPUs

I'm wanting to upgrade my PC very soon, and I'm just stuck at whether or not I would see a difference if for instance, I got an Intel Core i5-4460 over the "Devils Canyon" Intel Core i5-4690K.

The K means it's unlocked and can be OCed right? However I do not plan to OC my system.
The 4460 is a 3.2GHz CPU and the 4690K is 3.5GHz. Would I really notice a difference between the two?
The 4460 is cheaper so I'm more inclined to choose it to keep the upgrade to as close to my budget as possible, but yeah, is there a noticeable difference? I mostly just do gaming so if that helps in answering so be it.

I think that in most cases outside a benchmark you will not notice the difference between those two CPUs. You are far more likely, in certain games, to notice a difference in graphics cards.
Yes a "K" at the end of an Intel i5 or i7 means it is unlocked and can be overclocked. If you do not plan to overclock then try the i5-4690 instead.

Yes there will be a difference but not huge. If you are comparing both CPU with the same graphics card. The FPS difference is not huge but maybe the higher clocked one will have 5 frames higher. It is not like 50frames. :D

However you could consider the i5-4690 which has a similar base clock to the i5-4690K.

There is a speed difference of 300mhz, however, if you are not planning on overclock, it is not worth getting the k version just for the 300mhz speed. what makes a difference is the number of core and hyper threading which doubles the core count when under load(rendering/editing). the 300mhz is not noticeable on your pc gaming.

Stick with 4460 if you are getting the i5 and not overclocking.

I guess I should also have cleared this up but does not having an OC CPU mean that I should stick to H97 motherboards and not worry about forking out the extra cash for Z97 motherboards?

There really is no point in spending the aditional $30 - if you are on a tight budget, then save $60 instead of $30.

Also, as for your other question, here's a very good analyses of the differences between the chipsets.

The TL;DR is that you will be well served by, in order, the H97 or the slightly older and lower-priced H87, Even the "budget" H81 is very servicable.
