After the monitor go to sleep mode from being idle. It sometimes does not start up again. I am certain the computer/GPU is working fine by checking it with another monitor.

When I disconnect my monitor from the computer and still powered on, it does not display the "check signal cable" or "analog"/"digital". If I'm lucky, it starts reappearing and I plug it back into the computer and everything works fine. Until it goes back to sleep.

Is this a circuit board issue or something?

Solution
Firmware updates on monitors vary from vendor to vendor and some you can't do yourself. Need to check your particular model on Samsung's support pages.

I'd also look for new BIOS, chipset, video drivers and power management drivers for the computer.
Try using a different type of input with it or look for a BIOS or firmware update for the motherboard, video card and monitor. I've seen this happen with systems and changing the type of connection they use fixed it. Going from Display Port to VGA in my case.

The problem was originally with VGA connection. I switched to a DVI cable and the problem persists. Any suggestions on how to do a firmware update? Motherboard is HP GN561AA-ABA a6230n.

I've tested a variety of monitors (new and old) with my computer and everything seems fine. It's just the Samsung SyncMaster 2220WM monitor; if it goes to sleep, god knows when it will turn back on (LED power light is there, no but display). If it randomly display again, I can disable sleepmode/never turn it off and it will run perfectly fine. But this isn't the ideal approach.

Why is there no solution to this problem any where on the internet. i have the same issue with my syncmaster 2333sw exactly as you described it and all people are suggesting are random unrelated fixes. What is the REAL problem???

I had an issue where the Samsung SyncMaster 2220wm where it would not turn on and the blue light would blink as if it was power cycling. Upon inspecting the power board I found multiple bulges capacitors. I replaced all of the capacitors near the inverter and now it works perfectly.
