I built my pc and all was going well but then I noticed that my cpu temps go up very quick and seem to be in the high 70s with idle at about 40-45, what could be wrong??

what cooler? Apparently the stock cooler on the i5-4690K isn't quite up to the task to keep the CPU in the chilly regions.

Are you using the stock cooler supplied with the processor? While yes it does work there are better options available (if your case can fit them, of course). Personally I'm going for liquid cooling in the form of a Corsair H100i with 4 of their SP 120 performance edition fans.

If not that then perhaps the cooler isn't mounted correctly or maybe there's too much\too little thermal paste.

Have you overclocked it? What are you using to monitor your temperatures? What are you using to stress test it?

yes i am using the stock cooler, and when i do a gpu test the cpu temp stays about 65-69 but when i did a cpu stress test i had to shut it off cause it kept going up. and no its not overclocked, im using msi afterburner/coretemp. For gpu stress test i used Unigine valley and the cpu test was prime 95

I'd really recommend getting an aftermarket cooler. The liquid cooling ones (like the H100i) are a bit pricey but they perform just as well as the best air coolers (if not very slightly better). The disadvantage is that you need a case large enough to fit the radiator and fans in. There are some single fan liquid coolers like the H80 but they won't be as good at cooling compared to the bigger models.

In my opinion for liquid cooling get an H100i with an extra set of fans if your case will take it, else get a Noctua DH-15 air cooler (again, you may need a larger case to fit it in as it is quite tall).

Yes, both will fit.

The case is wide enough for the DH-15 (the DH-14 is also really good) and the H100i will fit nicely along the top of the case.

EDIT: Sorry, I overlooked the height of the DH-15, it's too tall for your case but the DH-14 will (It is 160cm in height as opposed to 165cm).

Sorry for the confusion!

Yeah you should be fine for now, I just wouldn't stress test it (things like Prime95 will push it to the limit). Should be fine for gaming, etc it just might get a bit hot. Anything below 80 degrees C is okay.
