CPU Fan Running Ridiculously Fast! Need Help!

So for some reason, my cpu fan has started to run at an astounding 6490 RPM average.

I have change both the CPU fan and System fan to run on "Silent" in BIOS with no change. I also tried to pick the lowest manual setting, but it was already on it, so naturally nothing changed. I downloaded SpeedFan, and all temperatures are normal. GPU is between 38 and 48. Never seen it higher. Not sure how to adjust speeds with that program. However, tried adjusting the speeds in the motherboard utility called "EasyTune6", but when I change the settings, nothing happens. Even if I reboot after each and every change/attempt, nothing changes. The friend of mine who built the computer has been trying to help out, but neither of us can figure out why the fan is doing this. My windows power options are set to balanced, and I changed in the advanced settings the "system cooling preference" err, something along those lines from "Active" to "Passive", and then tried to perform the changes in the other programs again, to no effect. I even tried taking the side of the PC off and putting a fan directly onto the CPU fan... but nothing changed.

I am at a loss as to why this is happening and would really appreciate some help!

got the cpu fan plugged in to the correct header on the mb ?

i didnt build the computer, but im assuming it is because it hasnt always run this fast.

Check the heatsink is firmly attached to the processor .

If it was a little loose then the fan may spin up to try and keep it cool

Ive checked that and everything seemed to be quite secure. Would it be possible that the PSU is feeding the fan too much power? And if so, is there a way to control to voltage?

If its plugged in to the cpu fan header on the mb the speed should be automatically controlled .

Maybe the fan itself has failed in some way . I do not know how they work well enough to advise you further .
Perhaps the answer is to add an aftermarket cooler and fan . But if the problem is with the motherboard then that would just waste money .

Hopefully someone else will have some insights
