You said you will be using 24" monitors, there is no card in your budget that will run newer games on 3 24" monitors on Medium settings. You also have 3 different budgets listed, you start at 8,000 then go to 14,000 now it's 10,000? You may also need to upgrade your i3 CPU and install 64bit windows to make use of all your RAM. Radeon R9 280X is really the lowest video card if you want good results in Medium settings aross 3 screens (especially 24" ones) but you may need to also budget in for a new power supply and possible an i5 CPU. The 280X is about $280 in US...
for that budget gaming isnt gonna happpen in realistic terms...
your looking at 560ti/650ti/750ti or hd7770/r7 260x budget price point and that will get you medium to high on most games on a single monitor. 1440/900 30+fps on 3 screens your looking at drops to 5-10 fps on the same settings.
(IMO) its better to run on a single screen with higher settings than 3 at much lower and have a poor experience.

You need to install 64 bit Windows to use your RAM and also upgrade the CPU from the i3 for a 3 screen setup in addition to getting a $300 video card. You're looking at a $400 investment and you will likely need to upgrade the power supply for the new video card, so about $500 to run 3 monitors.

One game example does not make for a suitable system for 3 screens. And I'm willing to bet that you get no-where near 64 or even 30 frames in battles at anything over Low video settings. My system with a better CPU and a pretty much equal video card to the 5770 runs at 40-50 fps at 1600x1200 on High settings in crowded areas and drops to mid 20s and 30s on 10+ man raids. A 3 monitor setup even with 19" monitors will be pushing 3317760 pixels to the screen, my one monitor is 1920000 pixels, almost half of that.

Nothing under a high-mid range card will run 3 monitors for modern games at decent settings.

actually the 260x can do eyefinity, well the TS never said about it being in high/extreme detail and the resolution he'll be playing at. but my hunch is he's on a low budget too so let's assume, 3 720p/768p monitors at medium/high (no AA obviously) settings is achievable with a single 260x.

Or look for used cards to stay in your budget.
