Maybe the PSU can deliver enough power but it seems like a low quality PSU that doesn't have PFC. I wouldn't risk pushing it to the limit with that graphics card.

yes r9 270 has a maximum TDP of 150 watt and generally require a 500 watt PSU but a 450 watt SO wattage wise the PSU is fine.

BUT

The psu you have is of tier 5 and its highly not at all recommended for a gaming PC.

Ahhh thks pbm86 and indy17 i guess as much it abit risky i know,i just used a kill-a watt to run cpu and gpu to full load (using intel burn test and 3dmark vantage(gpu test only) ) it read about 155watt at max.so i wonder let say my cm extreme 2 475 can support up to 360watt max can it possible be on the safe side if i just change my gpu to R9 270 only without changing the psu ......

650W is maybe too much. But it can be good for a future upgrade.
SeaSonic SSR-650RM
SeaSonic X650 is fully modular and really good.

For your current configuration you need a maximum of 500 watt of PSu even if you put an i7 and oc it but if you are looking for crossfire in future then you better get a 700 watt PSU.

i will change to either one of these, probably the 750w it just $14 more

Seasonic M12II-620W EVO Modular 80+ (5Yrs)-$115
Seasonic M12II-750W EVO Modular 80+ (5Yrs)-$129

it 80+ bronze read a couple of review about these model PSU all say it good.i like fully modular and this modeal is cheap and good haha.

sadly to say in singapore not much variety of full modular PSU, next available FM PSU is Seasonic X Series 650W Modular Gold PSU...179

and i don't quite like order component fron oversea due to warranty issue and shipping cost haha

Hi all just to update all i have decided to hurt my wallet abit have decided to buy the PSU-SUPER FLOWER LEADEX GOLD 650W as prit87 suggest EVGA G2 is a TIER 1 PSU Fully modular 80+ Gold can't be find/or at least i couldn't find any in most PC shop here LOL heard SUPER FLOWER LEADEX GOLD 650W is the same as EVGA G2 except instead of 10 yrs it a 5 yrs warranty.

As for graphic cards i have decided the R9 270X toxic 2GB (love the triple fan  ) abit undecided on the MSI R9 280 thou haha.

you can also think about the gtx 970 its priced at 330 $ but is 20 % better than the gtx 780 and r9 290 if gtx 970 is out of your budget then gtx 960 is going to release in mid oct and wil priced below 300 $ and will be better than r9 280x and gtx 770.
