Windows Installer Damaged Unable to install any games?

Hi there i have windows 8.1 and i cannot install any games that run through the windows installer steam games install fine and some applications install fine but any game that uses the windows installer will not work the command prompt appears for 1 sec and install fails same with dead island crysis 2 dead rising 2 nothing works i ripped dead rising 2 with imgburn to the computer too see if it was my DVD drive still no success i tried the microsoft fix it and it detected no issues i also updated windows 8.1 to the latest update AVG picked up alot of threats but still the problem is here after they were removed is there any other way before i bite the bullet and format and reinstall windows 8.1

Hi there the other games just do command prompt for 1 sec and close i tried to print screen it but its very quick Dead Rising 2 doesn't even try and install nothing hangs or loads it instantly fails i get Install Failed with the log information as

Hi again i scanned the system and found no errors i managed to get a snapshot of the command prompt here it is i wonder what this could mean '-'

Maybe you should remove that phone number from the screenshot just in case.

Other than that your problem sounds more like your PC is infested with viruses/trojans/rootkits and what not. Download Malwarebytes https://www.malwarebytes.org/mwb-download/ and see if it helps.
