Connectivity issue on PC while other devices in the house work fine

Hi guys

I have a pecular problem with network in my new apartment (and new ISP). I got Cisco modem/router and I've tried connecting my PC to it via both wifi and LAN. The problem is that the connection is dropping all the time (not disconnecting from network, just speed drops to zero and no packages are sent whatsover). It could be working ok for few minutes and then it drops again.
Thing is, I also have a phone, tablet and a laptop, all connected to the same router via wifi and they all work absoluely fine. At the same moment my broadband on my PC drops, all 3 devices can connect to internet just fine

So I thought this is Windows 7 issue. Flushed dns, scanned for viruses and malware, switched firewall off, tried switching antyvirus software off, killed some processes I didn't recognize - but nothing makes any difference. Safe mode - no difference. I also tried google DNS on both PC and directly on the router, still the same. And other devices still work perfectly

Read about recent Windows 7 updates and allthough there were some issues, none addresses networking

Any ideas?

You've ruled out all of the common culprits and given that it occurs whether hard wired or wirelessly, perhaps a fresh install of the OS is in order.

Checked from linux live cd and same thing happens. So it's not OS

I'm not sure what to do. Tempted to call for ISP engineers but if this is happening only on the PC they may deduct the same. However it would be nice to try different modem/router just to rule it out
