building a low budget PC

Hi Guys,

Approximate Purchase Date: September 2014

Budget: I am from Malaysia, therefore I have no idea of the rate conversion as overseas seems to be cheaper. But no shipping charges will be incurred as I will be purchasing them myself at the plaza (The most famous location for IT stuff with cheap prices in Malaysia). But in ringgit, preferably below RM1,000 excluding the monitor. So a conversion rate to USD would be around 300USD. So yes, I want a budget PC. And this is for a friend which is a girl who doesn't do gaming.

System Usage from Most to Least Important: net surfing, movies and music, web games

Parts to Upgrade: Everything except for mouse and keyboard.

Do you need to buy OS: Yes

Preferred Website(s) for Parts: Only have the price list from the plaza. Not purchasing online.
