Hello.

I have a clean win7 installation with absolutely 0 drivers (not even gpu yet)

ibt max burn test, temps were 53-57c on all cores (4.5ghz@1.26v)
with antec h2o 1250 AIO cooler (delidded chip)

but gflops were "miserable" 48, ive seen many hit +100

no, im just wondering, (previous owner 1.275v 4.5ghz 75c with h100i)
and i used mx4 paste, not liquid pro/ultra

ill do a cinebench 11.5 run before updating/dloading drivets.

it was done with open setup and like ~18c ambient.

so "real world" temps would bd like 5c more i think

Make sure that you're running a version of IBT that has support for the AVX extensions. AVX really makes SandyBridge and newer microprocessors shine and is responsible for the bulk of the floating point throughput. Older versions of IBT have only SSE codepaths which are not quite as impressive.
