Hey guys looking for some tips on a new monitor. I am building a new machine with a R9 280x to power it. I would like a 24 inch display with 1080p I am torn with either getting an IPS display or lower response time. I dont play many shooters so not sure if that matters. i would like it to look as good as possible. the budget is under 200$. thanks again guys

BenQ has fantastic monitors for reasonable prices. I have an older model 24inch BenQ that was something like 140 bucks brand new at the time and it has lasted me a little over 6 years so far.

If you don't play many shooters then do not get a TN panel, stick to IPS ones. A good one to find is a 5ms 1080p IPS like these:
Monitor: Asus VS239H-P 23.0" Monitor ($149.99 @ Newegg)
Monitor: Acer H236HLbid 60Hz 23.0" Monitor ($158.62 @ TigerDirect)

If you want a nice clear screen, go IPS. They are for the most part 60hz unless you want to fork our $$$. If you get a TN panel, you may want to look at a 120 or 144Hz monitor. This is essentially for smoother game play. I recently reviewed the below IPS from Newegg and I gamed on it and was great. Looks amazing. A few quirks, but great. It has 10% off making it $225 right now.

This Dell is on sale and has $20 off through today. It has a height and swivel base:
