computer won't boot and won't turn off!

I have replaced two motherboards and I am now having the same problem with the third, the computer fans come on but it won't boot AND when I try to turn the computer off it won't turn off!

When this happened on my first mobo, I took out the ram and there was no beeps. Figuring the board dead, I changed it out for an AM3+ 760 msi board. I ended up with a similar problem. The comuter booted up, but after several hours I got a screen of red error messages; X64 Eception type 00000000003. I called MSI and the technincian had me remove the battery and put it back in. When nothing happened, he told me the board was dead.

I replaced that board with another msi 760 and after working for two days it won't boot and it won't turn off unless I turn off the power supply from the back.

When I remove the battery and put it back nothing happens. What do I do? Also when I take out the memory there is no beep at all.
 
Solution
I recommend to download into CD or USB and run the MemTest86 first, because you can run it without running the windows. http://www.memtest86.com/

I'm using a MSI 760GM-P23 am3+ mobo, amd fx4300 cpu, geforce video card, 4 gig of memory. I think I might have found the problem. The mobo didn't come with standoffs and I didn't think to get any. I"m afraid this might have damaged the motherboards. But I had the first for over a year but it was a gygabyte mobo. This all started when I moved to a new house two weeks ago.

Update: I checked and I'm not totally crazy. The case came with stand offs so the mobo was raised and connected on top of them. I have a Hiper type 580W motherboard. Max combined wattage of 560. Peak load, 630.
