The biggest question is what you are actually looking for. ITX builds come in all shapes and sizes, a far bigger variety of form factors than you'll find with ATX.

There's cases which are console-esque.
There's cases which are vague shoe-box in proportions.
There's cases which
There's compact cubes.
There's less compact cubes.
There's cases with easy transportation in mind.
There's larger cases with support for multiple water cooling radiators and multiple harddrives.

There is also a question of whether or not you need an optical drive, and if you do, if that drive has to be a full sized one. This can dramatically reduce the number of options available to you.

A friend of mine told me that itx causes problems like the CPU and gpu not getting enough power causing lag. Is this true and would it be better to get a matx or atx build. I am not really concerned with expandability because I will add an i7 broadwell. And nvidia 900 with liquid cooling loop and after that I'm never opening it again or changing anything cause it will be pretty much absolute. Do I need to consider mAtx
 
XFX 650W 80+ Gold is really good. you wont have any power problems w/ suggested build.

Now for a i7 overclockable broadwell and extreme overclock w/ liquid cooling you should buy a z97 motherboard and this psu for just $20 more:
