Short, constant freezing during resource-intensive actions

Over the past month since moving into my college dorm I have been experiencing minute freezing during trigger moments in games and in just general windows applications.
For example, when running Cs:go, my game would freeze whenever the match started for about 5 seconds, then continue as normal, but the second I shot or was fired upon, the computer would freeze for about 2-3 seconds unable to complete any function.

Another example is when I start installing a component. At the very beginning, the computer would freeze for a second or so. This also happens when opening new windows sometimes on chrome or just files in the computer.

I have re installed the OS, but the problem still occurs making any online competitive game impossible to play.

In addition, I have used HDTuneProDemo to test my hard drive, but the program found no damaged sectors and the access times were all fine.
The only overclocking I use is Intel's turbo boost, but this has cause
d some heating issues in the past. I have recently bought a laptop cooling pad and this fixed the issues, but I suspect that a component was damaged from overheating. I have also run the free Intel test software on my CPU and all the tests ran fine.

My question is, what part of my computer is broken or damaged so i can try to replace it without replacing the entire laptop?

Here is a screenshot of the temperature after about 10 minutes of playing Cs:go.
Another thing to note is that the issue is the worst when I began the program or do anything new. After I complete an action multiple times, the freezes are shorter. I have done a memory diagnostic check and everything was fine, so, I don't know...

I don't think i understand fully what you are asking. I have tried both Ethernet and wireless which made no difference. I use the college's internet which works fine for my friends. The issue also occurs in offline games, so I don't know if the internet is to blame. I have run packet tests and no major packet loss like what I'm experiencing is being registered.

Those temps are far too high... Judging by that I imagine the GPU is getting too hot aswell... what surface are you gaming on?

As I said I have a laptop cooling pad, though I cannot remember the name of the model. The pad is raised with two fans and has significantly reduced my temperatures. Before, the computer would shut off due to heat issues. Apparently this is common issue with the Asus r500v models because they only have one fan out the side (excluding CPU fans, etc.). I know the temperatures are too high, but the computer has been running fine for almost a year like this until, like I said, about a month ago. Its quite possible, however, that the constant high temperatures slowly degraded my system and it hasn't showed until now.

Hmm... It is strange. What's your CPU usage during games? It could be malware or something like that

The hard drive in both seems to be doing something and it looks like the processor is at full frequency. I highly doubt I have malware since I have recently(two days ago) re installed my OS with the exact same problem still occurring.

Yeah, your cpu is planted at around 100% during games, it shouldn't really be like that... Something is taxing your CPU while you're gaming or CPU isn't good enough for the game and it's bottlenecking your GPU... althought this shouldn't be the case as the manufacturers wouldn't have used this combination

Well, the usage was lower than the frequency, but I dont know if thats important. The thing that I don't understand is that games like skyrim and guild wars 2 ran fine with this processor, but why is it now suddenly "acting up"? In addition, the second most cpu taxing program while running Cs:go was the resource monitor itself.

Nope, windows 7 the whole time I've been using the computer. And nope all the settings are the same. Thanks for the help btw, I know this is a very long troubleshooting process

It has something to do your cpu usage at 100%... We need to find the cause of that.. What usage is your cpu at during idle

I posted a recourse monitor when at idle in an earlier post, and why would I still get the problem in terraria if the processor had to be at 100% and the processor was clearly not maxed out while playing terraria?
