That sounds to me like a PSU-shaped object. Does it have a little voltage switch on it, or does it have full range active PFC? If the former, it may actually be good for 300W-350W, and your answer would be "no." If it has some level of 80+ certification, then the answer is more likely to be "yes."

I found this thread: http://www.tomshardware.com/forum/348145-28-600w-smps-h... indicating it could power a HD4890, however suggesting the manufacturer doesn't have a good reputation. Neither of my primary PSU reference sites include VIP (another poor sign), but a search suggested it may be Zebronics. There is an old PSU quality-tier listing, on which Zebronics appears on the "DO NOT BUY" lowest tier. This suggests to me that it may work, but you may also be risking your system. I personally would get something better first, but that decision is yours.

Other than the new "V" series, most CM PSUs are near-junk; some missing protection circuits, and most failing competent technical reviews for a variety of reasons. Many are dishonestly labeled.
Low-end Corsair PSUs can be used, but are made with inferior Samxon capacitors that do not tolerate heat well and have been cited by reviewers for early failure. If available to you, your best choices would be anything built by Seasonic (their own, XFX, some Antec) or Superflower (new EVGA, Rosewill Capstone, new Kingwin).
