Installing windows 8.1 Pro, but get error NO MEDIA TO BOOT

I have Toshiba Laptop that has Windows 8 Preinstalled. I changed the Hard drive since it's not working. I have downloaded windows 8.1 pro using my purchased product key and burned an ISO file on a disc. Set Disc drive as primary boot device on BIOS then went to install windows 8.1 but I'm getting error "NO MEDIA TO BOOT"
 
Solution
Try leaving the UEFI HDD as the primary boot device and then pressing ht fkey that corresponds to "Select Boot Device' during POST and then booting from the UEFI: DVD Drive (the one that says UEFI in front of it)

Hey buddy, I see papatim is responding and will most likely get you going, the only thing I would like to add (hopefully it will help) is turning off secure boot in bios. I went through pulling out what little hair I had installing ubuntu one time in a windows 8 laptop from a disc iso. Would not boot from dvd/rom untill I did this
