I've been using 4GB of ram with integrated graphics on my motherboard. I've been wanting to get an R7 260x for gaming. Do I get a brand new kit of 8GB of ram, or do I get the R7 260x? The reason I'm asking is because the 4GB or ram I have now is now $70 (I bought it for $40).

The 4GB of RAM will be fine, but integrated graphics will not be for gaming. I would buy the r7 260x if I was you. :)

If you are gaming, the 260x will make a huge, huge difference over your onboard video. More memory is nice, but the difference it will make is small.

Depends on what you have and what games you play, games today want and use more DRAM so there the DRAM would be better,as far as what you currently have - you probably don't even know how well games can play with only 4GB - keep in mind before you ever oopen a game your iGPU is already taking some of your DRAM away from the system, so DRAM available for the game is even lower, might have 4 but iGPU takes say 1GB, OS eats up more, other open items eat up more

Both are equally important honestly. I would save up and do both.
