IRQL_Not_Less_Or_Equal BSOD with OS NOT installed

I've recently encountered a problem where I was forced to reformat because my computer did an endless loop of BSODs/Reboots and I said "Must be the hard drive" so I Formatted it... Attempts to reinstall my OS FAILED With repeated blue-screens all saying the same thing. "IRQL_Not_Less_Or_Equal" and all the solutions I found online REQUIRE the OS to be installed. My OS Is Vista with 4 gigs of ram, a GTS 250 Graphics card, Quad-core processor... think that's it. Any attempts to fix and find answers have failed. I think the motherboard's dying on me.

Did you try a different hard drive or RAM? If not, do that. Also if you have onboard video, remove the video card to reduce any variables.

Weellll I did try to replace the hard drive. SAME PROBLEM. Still occured... I CANNOT change the Ram and I CANNOT Change the video card... it's the only way I can hook up my monitor. =.=; the motherboard I have doesnt have an onboard monitor plug.

Without trying out new RAM, or at least trying maybe one stick at a time in the system, would be tough to see what the issue is. Maybe the motherboard but it's a lot easier and cheaper to test the RAM. You can try to run memtest on the system that may give you something.

I've done many things and have deduced that it is the RAM that is the problem.
As for Memtest, it locked up. So i was forced to reboot that time. I was still keeping my options open. So far, all signs are pointing to the RAM being faulty.
