im currently in the process of getting a pc so i have to 2 options with the money i have an amd A10 7850k with a 280 xfx 3 gigabyte or an core i5 4690 with r9 270x looking for best preformance and most upgradeability
Right, I forgot about that. Only get the best i5 you can without sacrificing a GPU. Basically if you want a i5 4690 but have to step down to a r9 270X instead of a r9 280, then don't do that, a i5 4430 and a r9 280 will work better than a i5 4690 + r9 270X.
what about a core i5 4570 with a geforce 760
i5 4430 + r9 280 will still win. but a GTX 760 is still a great card.
I would go for the 4690 with the 270x. The 280x is a stronger GPU but the i5 is much stronger than the A10 CPU and it is much easier to replace/upgrade a GPU than it is a CPU. In my case, I have a 3-4 year old i5 CPU and it runs all the newest games perfectly with a new graphics card.
Same here, go with an i5 with a r9 270X. Just because the 7850K is AMD's flagship in the budget market doesn't mean it's good, it's performance only equals an i3.
So an i5 quad core and r9 270X will perform a lot more optimally compared to a APU which will bottleneck a r9 280.
Go with a cheaper i5, like the it 4440, and see if there is enough left in your budget for an R9 280.

No, the difference between the i5 4440 and 4690 is pretty minimal, only a few 100 mhz but the price is typically $30-40 USD. You can usually find the i5 4460 for the same price as the 4440 but slightly faster.
