General questions regarding R9 295x2

Hello,
I would be grateful if someone can answer these questions for me.

Is it currently possible to play on a 4K Monitor at 60hz with R9 295x2?

What is the best motherboard and cooling system for R9 295x2? I know it has water cooling but I want to make sure it never overheats. I don't know a thing about CPU fans and cooling, but If I'm investing a lot of money on my PC, I want to make sure nothing goes wrong.

What is the best 1000W power supply for R9 295x2? I don't care if its expensive, I want to make sure it is the best quality.

Is liquid cooling necessary for i7 5930K overclocked with R9 295x2?

Is it worth waiting for Black Friday or Christmas sale to make my custom PC? I'm planning on buying parts from different online retailers but I have no prior experience in this.

the evga supernova 1000w is probably your cheapest choice. if you can spare the change though the xfx pro 1000w or seasonic platinum 1000w are quite excellent.

if you wanted overkill and went with the i7-5930k i'd likely get the rampage iv from asus. you do not need to liquid cool the cpu but at minimum a good air heatsink is suggested. liquid cooling however would get a huge cooler off of your motherboard and onto the side of the case so it may be worth thinking about.

sometimes parts go on sale around black friday but only certain ones. sometimes you can make out and other times you will just deal with longer shipping times and more out of stock items.

instead of going the route you seem to want to for the budget i'd likely just stick with z97 (and either the i5-4690k or i7-4790k) and sli two 780ti's. that would be the much better thing to do for gaming.
