Will I be able to run BF4?

Hey guys, so I've gotten my gaming PC and it worked perfect with Ultra Settings on Skyrim and then the video card failed because it was a bad one and I sent it back, and am waiting for a new one. I was wondering about AMD mantle and whether my system could run BF4 on High with 60 fps.

My sepcs:
CPU Intel® Core™ i5-4460 Processor (4x 3.20GHz/6MB L3 Cache)

RAM: 8 GB [4 GB x2] DDR3-1600 Memory Module

AMD Radeon R9 270 - 2GB - ASUS DirectCU II OC

Video Card: AMD Radeon R9 270 - 2GB - ASUS DirectCU II OC

Mobo: ASUS H81M-E/M51AD/DP

I'm new to PC gaming and I'd want to know if these would work for BF4 with 60fps on high before getting the game. I'm starting to doubt I will be able to.

Would it be the same with my Processor? The odd thing is when I played Minecraft on ultra I only got like 57fps frames and sometimes dipped down to 37fps online. I's hard to believe that I could get 65fps on Bf4 High if I got below 60 on Minecraft. By the way thanks for the really quick reply!
